That depends on how you interpret it.

When I channel Usui attunements, the process is split into four sections but they tend to flow together. Therefore, one could say there are four parts to the attunement but I refer to it as a single attunement in four sections.

The process is in four sections. There are a number of chakras into which CKR is placed. I take each chakra as a seperate section followed by the final sealing process. Four sections of one attunement.

I see it as one attunement, not four, one. You do not have to have four attunements for first level. Is this clarified enough?
